Article 2 The propositions of the higher education self-study examination are consistent with the corresponding educational level and quality requirements of ordinary institutions of higher learning. Article 3 The propositions of self-study examinations in higher education should reflect the characteristics of majors and courses, assess candidates' systematic mastery of basic knowledge, basic theories, basic skills, and ability to analyze and solve problems, correctly guide individual self-study and social assistance, and establish a good style of study. Article 4 The proposition must be based on the syllabus (hereinafter referred to as the "examination syllabus") of the course self-study examination approved by the National Education Commission or issued by the Higher Education Self-study Examination Committee of the province, autonomous region or municipality directly under the Central Government (hereinafter referred to as the "Provincial Examination Committee"). . Article 5 Strengthen the overall planning of proposition work, with unified leadership, strict organization, and strict management, and gradually realize the scientific and standardization of proposition work and the modernization of management methods. Article 6 The propositions should be carried out in accordance with the requirements of standardization and science. Courses with stable content, many examinations and large scales should be organized and implemented in the form of establishing a question bank. Article 8 The funds for propositions are included in the annual budget of the relevant educational administrative departments; for the majors and courses entrusted by the business departments for examinations, the funds for the propositions shall be borne by the business departments. Chapter II Proposition Organization and Management Article 9 The work of self-study examinations for higher education shall be arranged by the National Higher Education Self-study Examination Steering Committee (hereinafter referred to as the "National Examination Committee") as a whole, and managed at different levels. For courses with unified propositions across the country, the provincial examination committee shall not arrange and independently propose examinations. Using the national unified proposition and the inter-provincial collaborative proposition test paper, the provincial examination committee shall not make changes. Article 10 The proposition work shall be carried out under the leadership of the National Examination Committee or the Provincial Examination Committee, and the examination committee and its office responsible persons, as well as the main proposition teachers of the course, shall be responsible for the implementation of the course proposition leading group. Article 11 The Office of the Provincial Examination Committee (hereinafter referred to as the "Provincial Examination Office") shall set up a special organization for the management of propositions. If there are less than ten majors (including ten) for the examination, there should be no less than five full-time management personnel for proposition work, and one to two full-time management personnel will be added for each additional five majors. Article 12 Teachers of course propositions for national unified propositions shall be appointed by the National Examination Committee Office (hereinafter referred to as "National Examination Office") or the entrusted Provincial Examination Office to consult their schools. After passing the qualification examination, they will be appointed by the National Examination Committee. For the courses of inter-provincial collaborative propositions and provincial-level propositions, the teachers of the propositions shall be consulted by the provincial examination office and their schools. Article 13 There should generally be no less than ten proposition teachers for each course of national unified propositions; generally no less than seven proposition teachers for each course of inter-provincial collaborative propositions; and generally no less than seven proposition teachers for each course of provincial propositions No less than five people. There should be two to three teachers for each course grouped with test papers or shortlisted propositions. Article 15 The use of the national unified proposition question bank shall be decided by the National Examination Committee; the use of the collaborative proposition question bank shall be determined through consultation by the cooperative provincial examination committee; the use of the provincial proposition question bank shall be decided by the provincial examination committee. The storage, custody and use of the question bank shall comply with the provisions of the Law of the People's Republic of China on Guarding State Secrets. The provincial examination office should have facilities and rooms for storing question banks, establish technical files of the question banks, assign special personnel to be responsible, and actively create conditions to use modern means such as computers to manage the question banks. Article 16 The expenditure standards for propositional funds shall be implemented in accordance with relevant state regulations. Chapter III Proposition Personnel and Responsibilities Article 17 The teacher of the main proposition of the course is the business person in charge of the proposition of the course. The main proposition teachers of the course should be professors or associate professors of ordinary institutions of higher learning with high professional level, rich teaching experience, rigorous scholarship, decent work style, good cooperation, good health and enthusiasm for self-study examination work in the subject area. The responsibilities of the subject teacher of the course are: (1) Responsible for nominating and recommending candidates for teachers of this course proposition; (2) Drafting opinions on the implementation of course propositions and designing blueprints for course examination papers; (3) Assist the National Examination Office or the Provincial Examination Office to organize all proposition teachers to study, discuss relevant proposition documents, and implement propositions; (4) Assist the National Examination Office or the Provincial Examination Office to organize examination teachers to examine and approve the appointed examination questions; (5) Assist the National Examination Office or the Provincial Examination Office in organizing test papers, and be responsible for the quality of the question bank and examination papers; (6) Participate in the quality analysis of course examination papers. Article 18 Teachers for propositions should be professors or associate professors of ordinary institutions of higher learning with high professional level, rich teaching experience, rigorous scholarship, decent work style, good cooperation and enthusiasm for self-study examination work in the subject area. The responsibilities of the Proposition Work Manager are: (1) To formulate the proposition plan and work arrangement for the higher education self-study examination; (2) Organizing the main proposition teachers of the course to formulate the course proposition documents and design the blueprint for the examination papers; (3) Organizing the implementation of the proposition, guiding and participating in the proposition, reviewing and assembling the papers, and coordinating and dealing with the relevant issues in the proposition; (4) Organizing and implementing quality analysis of test questions; (5) Responsible for the management and use of the question bank. Chapter 4 Propositional Procedures Article 20 The leading group of course propositions should conduct training on the theory of educational measurement, the nature and characteristics of self-study examinations and other relevant knowledge for the proposition teachers before the propositions, and organize test propositions. Article 21 The proposition group shall formulate the following documents on the basis of being familiar with the examination syllabus: (1) Opinions on the implementation of the proposition; (2) The blueprint of the test paper; (3) The task division table of the proposition teachers; (4) Sample questions. Article 22 The examination questions shall be prepared in accordance with the examination syllabus and the requirements of educational measurement. The prepared test questions should be scientific, reasonable, and not beyond the outline; the meaning of the question is clear, the text is smooth, and the expression is accurate and rigorous; the punctuation is correct, and the charts are drawn standardly; there are no political or scientific errors; and academically controversial issues are avoided. The answers to the test questions should be accurate, comprehensive, concise and standardized, and the subjective test questions should specify the grading points and grading standards. The development of grading standards should include the requirements for the logical thinking, comprehensive application and language expression ability of the candidates. Article 23 Examination questions shall be reviewed and approved according to the requirements of the examination syllabus, the implementation opinions of the propositions and the blueprint of the examination paper. Qualified examination questions should be stored in the question bank according to the scientific classification method. Article 24 The test papers shall be assembled in accordance with the provisions of the test paper blueprint. Each paper should highlight the key content of the course and cover each chapter of the exam syllabus. The test papers shall be assembled so that the proportions of the scores of the questions at different ability levels and the scores of the questions of different levels of difficulty are appropriate. Several sets of parallel examination papers must be assembled for each examination, and the examination papers shall be randomly determined by the National Examination Committee or the Provincial Examination Committee. Article 25 After the examination, the National Examination Office and the Provincial Examination Office shall organize forces to evaluate and analyze the examination papers, and store the results in the question bank. Chapter V Confidentiality Discipline Article 26 Test questions, test papers, answers and grading standards are all top secret materials before use, and no one may disclose them in any way. Article 27 Anyone who takes the self-study examination of this course by himself or his immediate family members shall not participate in the proposition work of this course. Article 28 All personnel participating in the proposition work shall not disclose the identity of the proposition personnel, and shall not disclose the documents or circumstances of the proposition work in any form. Article 29 Course main proposition teachers, test paper teachers, and proposition teachers shall not participate in any form of tutoring activities related to the self-study examination of the course during the employment period (including holding positions in student aid units or honorary positions). Article 30 All proposition teachers shall not report the proposition work to their units in any form. Article 31 All personnel who participate in the proposition work must abide by the proposition work discipline. Anyone who violates the law will be disqualified from the proposition personnel, and administrative sanctions will be given according to the seriousness of the circumstances. Those who violate the law will be investigated for legal responsibility according to law. Chapter VI Supplementary Provisions Article 32 The National Examination Committee and the provincial examination committees may formulate specific implementation measures in accordance with these regulations and in light of the actual work.
