General provisions of the previous chapter


In order to strengthen the management of self-study examinations for higher education in our province and further improve the work of graduation review and issuance of graduation certificates, in accordance with the relevant provisions of the "Interim Regulations on Self-study Examinations for Higher Education" and the "Regulations on the Management of National Self-study Examinations", These implementing rules are specially formulated.


Chapter II Graduation Application


Article 2 Requirements for Graduation Application


Candidates who take the self-study examination for higher education in our province can apply for a graduation certificate if they meet the following conditions:


1. Complete all the courses stipulated in the professional examination plan and obtain qualified results.


2. Complete the prescribed graduation thesis (design) or other practical learning tasks, and obtain qualified results.


3. The ideological and moral character is qualified by the relevant units.


4. Course exemption and transfer procedures have been completed, and course replacement is in compliance with regulations.


5. Applicants for the undergraduate diploma should also have the national education series of junior college diplomas recognized by the state.


Article 3 Graduation application time and place


1. Graduation application time: within one week after the announcement of the results of the self-examination in April and October each year (excluding weekends)


2. Graduation application location: Candidates for the majors that open the entrance examination for the society go to the local self-examination office to apply for graduation; candidates for the pilot majors of the entrance examination system reform and the bridge examination majors should apply for graduation from the self-examination office of the main examination institution.


3. Candidates who fail to go through the graduation procedures within the specified time due to personal reasons will not be able to make up for the same time, but can participate in the next batch of graduation procedures.


Article 4 Materials required for graduation application


Candidates are required to provide the following materials when applying for graduation:


1. Self-examination admission ticket, valid ID (one of the following documents: ID card, household registration book, passport, military officer ID, police officer ID, soldier ID) original and a copy.


2. Course qualification certificate or other proof materials (approved application form for exemption, transfer certificate, etc.).


3. "Graduate Application Form" and "Graduate Identification Form". Among them, the "Graduate Application Form" can be downloaded from "Fujian Education Examination Institute website → Digital Service Hall → Self-study Exam", and the "Graduate Appraisal Form" can be downloaded from "Fujian Provincial Education Examination Institute Website → Self-study Exam → Comprehensive Information → Data Download → "Form Download" to download, and fill in the relevant content according to the form instructions.


4. Undergraduate graduates must provide a copy of the academic certificate of junior college or above (original copy for reference), as well as the "Chinese Higher Education Student Information Network (http://www.chsi.com.cn/)" The original copy of the Ministry of Education's Educational Certificate Electronic Registration Form or the China Higher Education Educational Certification Report. If the information on the ID card (ID number, name, gender, etc.) of the undergraduate graduates' junior college and pre-college degree certificates does not match the current ID information, they should submit a correction application to the original issuing unit.


Chapter III Acceptance of Graduation Applications


Article 5 The local self-examination office and the self-examination office of the main examination institution shall accept the graduation application of the candidates within the specified time, and check whether the application materials of the candidates are complete. Undergraduate majors require the original copy of the original academic certificate of the junior college to be checked, and the copy should be signed and sealed by the manager. If you find that you do not meet the requirements, you should inform the candidates in advance and refund them.


Chapter 4 Graduation Registration


Article 6 The local self-examination office and the self-examination office of the main examination institution shall conduct graduation registration while accepting the application for graduation. During graduation registration, the candidate's second-generation ID card information must be consistent with the information in the candidate's information database. Print the "Single Registration Checklist" through the "Graduation Registration" module in the "Graduation Review" system, and the candidates will proofread the relevant information on the spot and sign for the record.


Article 7 If a candidate's name contains uncommon characters that cannot be displayed by the computer or the name must be corrected, the Admissions Self-Examination Office shall manually apply for the "Registration Form for Correction of Graduate Names".


Article 8 If the candidate's ID number is increased from 15 to 18 or needs to be corrected for other reasons, the staff should check it carefully, and after modifying it through the "Self-study Examination Examination Registration Management System", export the relevant information and report it to the Provincial Education Examination House.


Article 9 If the candidate is a soldier, the first 6 digits of the military ID number plus the 8 digits of the date of birth plus 4 "0" (eg: ******198205010000).


Chapter 5 Graduation Review


Article 10 Review process: preliminary review by the local self-examination office or the self-examination office of the main examination institution → review by the main examination institution → final review by the Provincial Education Examination Institute.


Article 11 Each review unit shall select staff with strong sense of responsibility and full-time self-study examinations to participate in the graduation review work.


Article 12 Audit content


1. Review whether the required courses specified in the professional examination plan are qualified and complete.


2. Check whether the number and credits of the elective courses are consistent with the provisions of the professional examination plan.


3. Verify that the credits for the replacement English course are consistent with those specified in the professional examination plan.


4. Check whether the electronic files of qualified courses are complete and whether the handwriting is consistent.


5. Review whether candidates have disciplinary records and whether they need to postpone graduation.


6. Check whether the original college degree of undergraduate graduates is true and valid.


Article 13 The local self-examination office or the self-examination office of the main examination institution shall conduct a preliminary review of each graduation application material in accordance with Article 12 1-4 of these Implementation Rules, and enter the pre-graduate data in the "Graduation Review" system. Add or delete courses according to the professional examination plan set in the system to ensure that the pre-graduate course library is complete and accurate (undergraduate majors are required to enter the certificate information of the original college degree department in the province's self-examination graduation certificate in the "Notarization-Free Entry" module of the system).


After the preliminary examination, the local municipal self-examination offices or the self-examination offices of the main examination colleges should submit the graduation materials that have passed the preliminary examination to the Provincial Education Examination Institute within the specified time. Graduation materials include: "Graduation Review" system automatically generated and printed "Graduate Profile", "Graduate Statistical Profile" and "Graduate Name Correction Registration Form"; The list of Graduate Profiles is sorted in order).


Article 14 Each examination institution shall review its graduates in the "Graduation Review" system in accordance with the requirements of Article 12 1-5 of these Implementation Rules. After the review, the system will automatically generate and print the "Graduation Review Status Form" and stamp it with the official seal, and report it to the Provincial Education Examination Institute for the record at the specified time.


Article 15 The Provincial Education Examination Institute conducts final review of all graduates in accordance with all the provisions of Article 12 of these Implementing Rules. After the final review, the Provincial Education Examination Institute will uniformly print the "Graduation Certificate" and the "Fujian Higher Education Self-study Exam Graduate Registration Form"; if the final review is not passed, the Provincial Education Examination Institute will feed back the list of candidates to the local self-examination office or the main examination institution. The self-examination office, the local self-examination office or the self-examination office of the main examination institution shall inform the candidates themselves.


Chapter VI Verification and Issuance of Graduation Certificates


Article 16 The Provincial Education Examination Institute and the main examination school shall check and print on the "Graduation Certificate" and "Fujian Higher Education Self-study Exam Graduate Registration Form" according to the "Graduate Roster".


Article 17 After verification, the local self-examination office or the self-examination office of the main examination institution will issue the "Graduation Certificate" and "Graduate Portfolio of Higher Education Self-study Examination" to the candidates (the portfolio includes the following materials: ①About sending self-study exam graduates The letter of the student file, ②Fujian Higher Education Self-study Exam Graduate Identification Form, ③Fujian Higher Education Self-study Exam Graduate Registration Form).


Article 18 If the graduation certificate or graduate registration form is lost or damaged, the graduation certificate or graduate registration form will not be reissued, but the graduation certificate or graduate registration form can be reissued. Graduation certificate and graduate registration form are equivalent.


Graduates who need to apply for a graduation certificate or a graduate registration form must go through the formalities at the Fujian Provincial Education Examination Institute with a newspaper and valid ID after publishing the statement in a newspaper at or above the municipal level.


Chapter VII Graduation Certificate Certification Inquiry


Article 19 The authenticity of the graduation certificate can be checked on the Higher Education Self-study Exam Information Network and the China Higher Education Student Information Network. Before the graduates' electronic registration is online, graduates can pass the education certification system of the China Higher Education Student Information Network for education certification, and the China Higher Education Student Information Network will issue an education certificate.


Chapter VIII Work Discipline


   Article 20 The staff who participate in the graduation examination shall, in an attitude of being responsible for the candidates, for the quality and reputation of the self-study examination, and in strict accordance with the relevant regulations of the Provincial Self-examination Committee, conscientiously do a good job in graduation registration, examination, and verification.
